Do You Need to Complete an Arrival Card

Most travellers entering China are required to complete an Arrival Card.

The purpose is straightforward — it collects basic arrival and travel information for immigration processing.

How the Arrival Card Works

China offers digital completion options, with paper forms still available if needed.

From November 20, 2025, travellers can complete the Arrival Card:

  • Online via the National Immigration Administration
  • Using the NIA 12367 app
  • Through WeChat or Alipay mini programs
  • By scanning the QR code at immigration on arrival

Completing it in advance can save time but it is not mandatory.

If You Don’t Complete It in Advance

If you haven’t filled it out before arriving:

  • You can scan the QR code at immigration
  • Use the smart devices provided at the airport
  • Or complete a paper Arrival Card

Staff are available if you’re unsure what to do.

Who Does Not Need an Arrival Card

Arrival Cards are not required for:

  • Holders of a Chinese Foreign Permanent Resident ID
  • Holders of a Mainland Travel Permit for Hong Kong and Macao Residents (non-Chinese citizens)
  • Travellers entering on a group visa or group visa-free entry
  • Transit passengers staying under 24 hours in the restricted area
  • Cruise ship passengers entering and exiting on the same vessel
  • Travellers using the E-channel
  • Foreign employees of cross-border transport vehicles

Final Tohu Tip

Don’t stress about the Arrival Card. Whether you complete it before you travel or on arrival, the system is designed to be straightforward. Take your time and follow the prompts.
